Public School Funding: Understanding the Vital Difference Between Levies and Bonds

The state funds what is defined as “basic education,” but many programs, services, and school facilities depend on local voter-approved measures to help cover costs beyond that allocation. In the Cle Elum–Roslyn School District, as with school districts across Washington, these measures generally fall into two categories: bonds and levies.

When a district undertakes substantial, long-term facility investments—such as constructing a new school, completing major renovations, or upgrading technology infrastructure—these efforts are classified as capital projects. Depending on the scope and total cost of the work, capital projects may be financed through either a bond or a levy.
